Amendment and updating of the Site Development Plan

By announcement of 28 October 2022, the BSH published a second draft of the site development plan. This second draft contains primarily amendments to the first draft of the site development plan as well as questions for consultation that have arisen in particular due to international changes to shipping routes and due to the procedure of public participation of the first draft. The environmental reports on the first draft of the areasite development plan already includes these possible changes, so that no amendment was necessary in this respect.
The second draft of the site development plan was preceded by the following procedure: Following the announcement of a preliminary draft of the site development plan and a draft scope for the strategic environmental assessment on 17 December 2021, and an expanded preliminary draft of the site development plan on 13 April 2022, the first draft of the site development plan and the associated environmental report for the North Sea and Baltic Sea were announced on 1 July 2022. The consultation was followed by an online meeting on 15 September 2022.

A second draft of the site development plan was published on 28 October 2022. It incorporates amendments and consultation issues that have arisen in particular from international changes to the shipping routes and from the participation of the public on the first draft of the site development plan. Until 21 November 2022, there was another opportunity to comment on the changes compared to the 1st draft as well as on new consultation issues that were included in the 2nd draft of the site development plan. All comments received by then were published on 25 November 2022.

Amendment of the Site Development Plan 2020

The current amendment procedure exclusively concerns chapter 5.4 of the Site Development Plan 2020 and thus the specifications in the coastal sea resulting from the administrative agreement. Mecklenburg-Western Pomerania informed the BSH in a letter dated July 26, 2021, that an agreement could be reached with the interests of shipping with regard to the test site and requested that the Site Development Plan be amended to define the testing ground without reservation. In a letter dated August 25, 2021, the Federal Network Agency granted its consent to initiate the amendment procedure. The initiation of the amendment of the FEP was publicly announced on September 17, 2021.

Site Development Plan 2020

Induced by the draft law amending the Offshore Wind Energy Act (WindSeeG) and other regulations adopted by the German Federal Cabinet on June 3, 2020, and in particular due to the increased expansion path to 20 GW of installed offshore wind capacity by 2030 envisaged therein, it was necessary to update and amend the Site Development Plan 2019.

As the first step in the process, on June 19, 2020, BSH publicly announced the initiation of the update and amendment of the Site Development Plan 2020 (FEP 2020) and the anticipated scope of the update and amendment. A two-stage consultation process with a hearing and a discussion hearing followed. Based on the results of the participation process and the consultation, the Site Development Plan 2020 and the environmental reports were published on December 18, 2020. Site Development Plan 2019

In 2018 and 2019, the BSH has for the first time prepared the Site Development Plan in accordance with §§ 4ff. WindSeeG and carried out a strategic environmental assessment. The FEP 2019 was published on June 28, 2019.

The Site Development Plan 2019 makes determinations for offshore wind farms and grid connection systems for the period from the commissioning year 2026 to at least 2030.
