In 2018 and 2019, the Federal Maritime and Hydrographic Agency (BSH) prepared a Site Development Plan (Flächenentwicklungsplan – FEP) for the first time in accordance with the provisions of the German Act on the Development and Promotion of Offshore Wind Energy (WindSeeG), conducted a Strategic Environmental Assessment, and published the corresponding documents (FEP 2019, Environmental Reports) on 28th of June 2019. The FEP 2019 implements the expansion target for offshore wind energy of 15 gigawatts by 2030 in accordance with Section 4 para. 2 no. 1 WindSeeG.
On the basis of the Draft act amending the Offshore Wind Energy Act and other regulations adopted by the Cabinet on 3th of June 2020, and in particular due to the increased expansion path of 20 gigawatts (GW) of offshore wind energy by 2030 envisaged therein, it was necessary to update and amend the Site Development Plan 2019. According to the agreement signed on 11th of May 2020 between the Federal Government, the coastal federal states and the transmission system operators 50Hertz, Amprion and TenneT for the implementation of 20 GW of offshore wind energy by 2030, it is considered necessary to update and amend the FEP until the end of 2020. The amendments to the WindSeeG came into force on 10th of December 2020.

As a first step in this process, on 19th of June 2020, the BSH publicly announced the initiation of the update and amendment of the Site Development Plan (FEP 2020) and the anticipated scope of the update and amendment. In addition, a preliminary draft of the Site Development Plan 2020 and drafts of the scopes of the environmental assessment (North Sea and Baltic Sea) were prepared as part of the Strategic Environmental Assessment.
There was an opportunity for authorities and the public to comment on the consultation documents until 20th of July 2020. For further details, please refer to the public announcement.
In addition, a public hearing was held to discuss the preliminary draft of the Site Development Plan 2020, the drafts of the scope of the environmental assessment, and the comments of the transmission system operators.
The scope of the environmental assessment was determined within the Strategic Environmental Assessment.
Based on the results from the consultation on the preliminary draft of the Site Development Plan 2020 and the drafts of the scope of the environmental assessment, the draft of the Site Development Plan 2020 and the drafts of the environmental reports were prepared. There was an opportunity for authorities and the public to comment on the draft documents. Comments have been received on the draft of the Site Development Plan 2020 and the draft of the environmental reports.
Furthermore, a public hearing was held as an online conference on 18th of November 2020.

The international consultation for the update and amendment of the Site Development Plan started in September 2020. Details and information on the international consultation procedures can be found in the notification document. It also includes information on the formal procedures (Espoo) such as timelines and conditions for participation.
The international consultation on the draft of the Site Development Plan 2020 (FEP 2020) and the drafts of the environmental reports was launched in October 2020. Authorities and the public in the countries bordering the North Sea and the Baltic Sea had the opportunity to comment on the draft documents until 10th of December 2020.
