Procedure status
According to the Draft FEP 2023 site N-9.1 will be put out to tender by the BNetzA in 2024. The area is currently under investigated.

Investigation framework
On the basis of the comments received during the participation procedure, the BSH, as the body responsible for the preliminary investigation, defined the following investigation framework (German) on 5 September 2022:

Public participation regarding the investigation
Suitability assessment
The national participation procedures pursuant to Sections 41 and 42 of the Environmental Impact Assessment Act (UVPG) were initiated on 31 August 2023. On 1 September 2023, the Federal Maritime and Hydrographic Agency (BSH) published the drafts of the suitability assessment, the suitability determination and the environmental reports for the sites N-9.1, N-9.2 and N-9.3. The interpretation was published in the Frankfurter Allgemeine Zeitung and on the Internet. Cross-border participation was initiated on 6 September 2023. An online hearing was held on 22 November 2023. The above-mentioned drafts were assessed and revised on the basis of the comments and statements made in the participation procedures. The suitability assessment was then completed. The suitability of sites N-9.1, N-9.2 and N-9.3 was determined by legal ordinance of 20 February 2024. On 22 February 2024, the 4th Wind Energy at Sea Ordinance (4. WindSeeV) was published in the Federal Law Gazette (BGBl. 2024 I No. 52). The final documents are made available for inspection for one month from 4 March 2024.

The information on the site will be published by the BNetzA at the latest four months before the bidding date (01 August 2024) as part of the invitation to tender.
