Profund knowledge of the oceans as a natural resource and of the marine environment is crucial to shipping, to "new users" of the oceans and to the legislator. International conventions are developed further and have to be implemented, and compliance with their provisions has to be monitored. Therefore, we have the duty to observe and analyse any changes taking place in the marine environment, and to make available the data thus obtainde for practical uses - as a provider of services to shipping and the marine environment.
