Unstable weather conditions during the summer months prevented the formation of widespread mats of blue-green algae.

During the past summer record-high levels of phosphate in the surface waters of the Gulf of Finland enabled the growth of blue-green algae, and local high concentrations were observed during the late summer. The unstable weather, however, prevented the formation of widespread and contiguous algal mats. Blue-green algae observations increased in the sea areas in mid-June, but because of the rainy and windy weather, blue-green algal blooms on the surface were spread out, and high concentrations were only found locally. The weather was warm in early August, when the most widespread algal mats and highest concentrations of algae were observed in the Gulf of Finland. Thanks to the calm weather, some lesser algal mats appeared in the Gulf of Finland in early September.
